DIRECTOR OF PLANNING AND ZONING

 DISTINGUISHING FEATURES OF THE CLASS: This position involves responsibility for the operation and direction of the Town of Bolton Planning and Zoning Office, including overseeing office staff and the preparation of plans and reports on a local municipal level. The Director will also have the authority to administer the zoning code as a Zoning Officer. The work involves considerable personal contact with public officials, professional and civic organizations, residents and other stakeholders. The Planning and Zoning Coordinator reports directly to the commissioned Town Board member overseeing the Planning and Zoning Department.

TYPICAL WORK ACTIVITIES:  (Illustrative only)

  • Manages the daily functions of the Planning and Zoning Office;
  • Works with applicants and project professionals,
  • Initiates pre-application project design review,
  • Provides zoning determinations;
  • Oversees field work of project applications and community conditions by the Code Enforcement Officer;
  • Oversees site visits of new construction by Code Enforcement Officer;
  • Guides the comprehensive and zoning plan updates and revisions;
  • Reviews applications for zoning, site plans, building permits, variances and other proposals;
  • Reviews construction documents for new construction;
  • Researches grants and financing opportunities for the implementation of revitalization plans;
  • Explores smart growth and sustainable practices for the community and oversees the implementation of energy efficiency and sustainability programs;
  • Interfaces with the Planning and Zoning Boards on meeting agendas, Board requirements and provides Boards with all documentation regarding applications;
  • Attends Planning and Zoning Board meetings;
  • Oversees and implements the transfer of office documentation to digital system;
  • Submits monthly reports.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of the purposes, principles, terminology and practices involved in municipal planning; thorough knowledge of zoning and sub-division practices; ability to prepare and supervise the preparation of master plans for community development; good knowledge of local legislation, current conditions and professional literature in field; ability to understand complex oral and written directions; ability to understand comprehensive systems for development purposes; ability to plan and supervise the work of others; good judgment; physical condition suitable to the demands of the position; ability to work independently and within a team setting, ability to present professionally and communicate effectively; proficient in the use of AutoCAD, GIS and Adobe Suite.

 MINIMUM QUALIFICATIONS: 

  • Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s degree in planning, architecture, landscape architecture or a related field and one (1) year of experience in municipal, community or regional planning or comparable work; or
  • Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in planning, architecture, landscape architecture, public administration, engineering, environmental studies or a related field and three (3) years of experience municipal, community or regional planning or comparable work.  Salary commensurate with education and experience.

The Bolton Recreation Department has multiple seasonal jobs available: 
Lifeguards needed from Memorial Day to Labor Day and/or July and August and available to work weekends.   Minimum age of 16, starting salary $14.00/hr.  Must provide active supervision of waterfront facility and take direction delegated by the Supervising Lifeguard and/or Recreation Director.  Current CPR and Waterfront Lifeguard certification required American Red Cross or equivalent.

General maintenance in multiple departments. A valid driver’s license is required.

Parks Laborer needed from May-Columbus Day, minimum age of 18, starting salary $13.00/hr and available weekends.  Responsibilities include keeping neat and clean appearance of restrooms, parks and surrounding grounds including docks.  Valid driver’s license required.
